After over two dozen deaths, the Osage council finally appealed to the federal government in 1923 to investigate the situation. J. Edgar Hoover assigned agents from the newly established Bureau of Investigation (later renamed the Federal Bureau of Investigation) to the case. These agents, posing as various professionals, including cattle buyers and oil prospectors, embedded themselves within the Osage community for two years.

During this undercover operation, the agents, led by Tom White (played by Jesse Plemons in the film), gained the trust of the Osage people. Eventually, members of the community began speaking out against Hale, leading to a breakthrough in the investigation.
