The former deputy cabinet secretary, Helen MacNamara, has revealed that Covid guidance was likely violated on a daily basis within Downing Street during the pandemic. She also disclosed her attendance at a rule-breaking drinks party on June 18, 2020, for which she was fined by the police. MacNamara admitted that the incident "shouldn't have happened" and acknowledged the rightful offense of the public.

MacNamara further criticized the "toxic culture" within No.10, describing instances of individuals being subjected to "violent and misogynistic language." The inquiry also unveiled a text message where Dominic Cummings, former chief of staff to Boris Johnson, referred to MacNamara in a derogatory manner.
