UK scientists can now access Europe's €95.5bn science research funding programme, Horizon Europe, once again after the UK government secured a bespoke deal. The deal includes a tax break for the period the UK was excluded from the programme and a 'clawback' mechanism to protect its recovery.

UK's Return to Horizon Europe Programme

Starting from 7 September, UK scientists have regained access to Horizon Europe, the largest funding instrument for research and innovation in Europe. The programme runs from 2021 to 2027 and succeeds the EU's Horizon 2020 research and innovation programme. This development comes after years of uncertainty and failed negotiations following Brexit.

Horizon Europe aims to strengthen science and technology in the EU, enhance the region's capacity and competitiveness in innovation, and support research projects aligned with the EU's priorities.

However, with the UK's departure from the EU, there were complications regarding its membership in the programme. The lack of a formal agreement led to the EU blocking UK-based scientists and researchers from accessing the fund.

Improved Financial Terms

The UK Prime Minister, Rishi Sunak, has secured an "improved financial terms of association to Horizon Europe that are right for the UK." This enables the UK to participate as a fully associated member until 2027. Sunak emphasized the wealth of expertise and experience the UK brings to the global stage, allowing UK scientists to confidently contribute to Horizon Europe.

In addition to rejoining Horizon Europe, the UK will also associate with Copernicus, the European Earth Observation programme. This association grants the UK access to bid for contracts that it hasn't been able to access for the past three years.

Benefits for UK-based Researchers

Starting today, UK-based researchers and scientists can apply for grants and participate in projects under the Horizon programme. As part of the new deal, UK taxpayers will not bear the cost of the period UK researchers were excluded from the programme. The costs will be covered starting from January 2024. Additionally, the UK will have an automatic 'clawback' mechanism ensuring compensation if scientists from the region receive significantly less funding than what the UK contributes.
