Case expressed frustration, stating that dealing with the government at the time was like "taming wild animals". In the conversation, he said, "Nothing in my past experience has prepared me for this madness. The PM and the people he chooses to surround himself with are basically feral."

During the inquiry, it came to light that Sir Patrick Vallance had noted in a diary entry that Lord Mark Sedwill had referred to the government as "brutal and useless" and "totally incompetent". Sedwill did not deny these remarks, stating that although he couldn't recall the specific context, he did not doubt Vallance's memory. Messages between Case and Sedwill also revealed their critical evaluation of former health secretary Matt Hancock, with Sedwill suggesting that Hancock should be sacked to "save lives and protect the NHS". Sedwill further expressed raising concerns about Hancock's ability in his role to Boris Johnson.
