AI safety at UK summit: 29 countries reach agreement

Ireland is among the 29 countries from six continents that have signed the Bletchley Declaration during the UK AI Safety Summit, which began today.

Global Cooperation in Artificial Intelligence

In a significant outcome of the ongoing AI Safety Summit in the UK, governments from 29 countries, including the US, China, the UK, India, and the European Union, have signed a declaration on global cooperation in artificial intelligence.

The Bletchley Declaration, named after the summit's location, was published today as part of the global event hosted by UK Prime Minister Rishi Sunak. Notable figures in AI development and regulation, such as US Vice-President Kamala Harris and tech billionaire Elon Musk, were invited to the event.

"This is a landmark achievement that sees the world's greatest AI powers agree on the urgency behind understanding the risks of AI – helping ensure the long-term future of our children and grandchildren,"

Shared Agreement and Responsibility

The Bletchley Declaration, as stated by the UK government, aims to establish a shared agreement and responsibility among signatory countries regarding the risks and opportunities associated with AI. It also outlines a forward process for international collaboration in frontier AI safety, with a focus on greater scientific cooperation.

The list of countries that have signed the declaration includes Australia, Canada, France, Germany, Israel, Japan, Spain, and the UAE. Notably, this marks the first significant instance of cooperation between the US and China in AI, despite the existing tensions in their tech collaboration.

US Launches AI Safety Institute

During the AI Safety Summit, US Secretary of Commerce Gina Raimondo announced the establishment of a new AI safety institute. The institute will be led by the US and will collaborate with similar initiatives across the world. Raimondo emphasized the need for policy alignment on a global scale.

"We have to get to work and between our institutes we have to get to work to [achieve] policy alignment across the globe," Raimondo stated.

Global Efforts for AI Regulation

The US government's executive order to create AI safeguards and lead global AI regulation is aligned with similar efforts by other countries. US President Joe Biden emphasized the importance of governing AI technology.

"One thing is clear: To realize the promise of AI and avoid the risks, we need to govern this technology. There's no other way around it, in my view. It must be governed,"

Though the US is striving to become a leader in AI regulation, European lawmakers have already taken action. In June, they passed the landmark AI Act to regulate "high-risk" AI activities and protect citizens' rights. The regulations prohibit certain AI technologies and impose obligations on creators of high-risk AI.
